I have the honor to Enclose for your
information a copy in original and a translation of a Report on the subject of Chinese Coolie Emigration
which has appeared in the "Boletim de Governo"
of Macao.
This document is drawn
up with much
ability & ingenuity. It admits the existence
of abuses & proposes remedies.
It has also some
remarks on
contracts &
passage,
and particularly
with reference
to a free passage provided for the return
of Immigrants to their homes as conducive to the encouragement of Emigration. The British West India Colonists would do well to take the same
view of this question. The Report also rightly defines this sort of emigration as not "colonisation" so much as the "supply of labour." Altogether
the Report shows a thorough
